Alyona Shevtsova (Dehrik), owner of Ibox Bank and wife of former National Police investigator Yevhen Shevtsov, who is currently on an international wanted list, received a property in central Kyiv as a gift—one that had earlier been released from seizure by a group of so-called “black registrars.”

Half of the premises, about 600 square meters above the Touch Cafe restaurant at 16 Shota Rustaveli Street, was gifted to Alyona Shevtsova on August 23, 2016. At the same time, the other half was received by Vladyslav Filimonov — the son of former deputy head of the Kyiv SBU, Yevhen Filimonov.

The property appeared in Yevhen Shevtsov’s declaration submitted in 2017. Until October 2015, the premises belonged to businessman Oleksii Kikiresko, known as the former president of FC Arsenal Kyiv and a racing driver. His assets, including the property at 16 Shota Rustaveli Street, had been placed under arrest due to debts, including unpaid bank loans.

However, on October 15, 2015, the arrest on the premises was lifted on behalf of notary Nadiia Bovbalan. The very next day, Oleksii Kikiresko gifted the property to Liudmyla Kikiresko, believed to be the businessman’s mother. A year later, half of the premises was transferred as a gift to Alyona Shevtsova.

However, notary Nadiia Bovbalan claims she never lifted the arrest from this property. Expert examinations confirmed that her computer had been hacked by so-called “black registrars” — a group of hackers who sent notaries emails containing viruses, gained remote access to their computers, and for money removed arrests from various real estate assets.

Interestingly, the criminal case involving these “black registrars” — in which the property co-owned by Alyona Shevtsova is also mentioned — is being investigated by the Main Investigative Department of the National Police. It was in this very department that Yevhen Shevtsov worked as head of a unit. At the time, the official refused to comment.
