Defective mortar shells for the Armed Forces of Ukraine: Serhiy Pashynskyi’s “Ukrainian Armor” received tens of millions for dangerous ammunition

The company Ukrainian Armor, which is linked to Serhiy Pashynskyi, supplied the Armed Forces of Ukraine with a batch of defective 120-mm mortar shells that either failed to detonate or posed a threat to Ukrainian artillery crews themselves.

According to military sources, the ammunition was delivered without proper markings, with violations of weight specifications, and with problematic propellant charges. Some of the shells failed to explode after being fired, effectively turning combat operations into a deadly roulette for the crews.

The deliveries were carried out through the Romanian company Carfil S.A., part of the Romarm group. It is alleged that this foreign intermediary was used to inflate prices and blur responsibility for the quality of the ammunition.

Despite the scandal over defects and missed delivery deadlines, the company continued receiving budget funds. Under just one contract, the state’s claims exceeded UAH 38 million, while the company’s total debt to the state surpassed UAH 70 million.

At the same time, Ukrainian Armor has been accused of attempting to monopolize the 155-mm ammunition market through the blocking of competitors and manipulation of licensing procedures.
